My friend from Finland is planning to go Lhasa(Tibet)overland from Kathmandu.
she already has obtained chinese visa from chinese embassy in Finland.Can she just travel with it?Can she travel individually?

No,she can not travel in Tibet with the L visa only, she has to apply for a Tibet Travel Permit. Besides, travelors can not travel individually, they must join in a authourized travel agency. and the travel agency will deal with your 'Tibet Travel Permit'.
