You should enquire the Thailand Embassy/Consulate-General in China whether you need a visa to Thailand or not. However, you can't apply for China work visa in Thailand, it is very strict for China work visa application, it is advisable to apply for China visa in your own country.

Filipinos dont need a visa to go to thailand. its visa on arrival and normally will be allowed to stay for 30 days. You cannot apply for a china visa in thailand.
