You need to apply a visa to China through Chinese Embassy or consulate in Netherland.

Why should you need a Visa - you have the Mongolian citizenship and your countries have a contract of visa-free moving. Ask the embassy but it will be fine! Your passport counts, not your residence (I'm EU-citizenship and even if I get a Mongolian residence I will have to get a visa for China...)
