You can't get Macau visa on arrival, please apply for Macau visa at Chinese embassy in Singapore.

Starting from 1 July 2010, visitors from Sri Lanka are required to apply for a valid Macao "visa" in advance through a Chinese embassy or consulate instead of applying for an Entry Permit (also called "visa-upon-arrival").
