Nepal regular passport holders doesn't enjoy visa-free access to Macau, you should apply for Macau visa. Now I don't you whether you can apply for visa on arrival or not, starting from July 1, Nepal regular passport holders should apply for Macau visa at the Chinese embassy/consulate, they can't apply for visa on arrival.
