There is no simple answer to this problem, sometimes, the China embassy will refuse to accept visa application from people who are temporary visitors. however, sometimes, temporary visitors can also obtain a China visa in a third country/region. Maybe you will be refused because you don't have a work permit or residence permit in Nepal, you just hold a tourist visa to Nepal.
