Can you obtain a visa on arrival at shenzhen port?

If you just visit Shenzhen for less than 5 days, you can apply for a special tourist visa on arrival which is valid in Shenzhen for 5 days at most, if you also want to visit other places besides Shenzhen, you can't apply for a visa on arrival if you don't have a visa notification letter from authorized Chinese governmental office precribing that you can obtain a visa at the entry port.
