May I apply a landing visa on arrival.

Dear Ambassdor of Mongolia,
Atten. Visa Office

Hi, I'am holding British passport and will depart from Hong Kong to Ulaanbaatar and transit at Seoul. Therefore I'm not stopover at Beijing and Seoul. May I apply a landing visa on arrival. Please kindly advise urgently. Many thanks.

I'm a little puzzled, do you transit seoul or not? do you want to get a visa on arrival in Mongolia or Seoul?
