I will be arriving at Pudong airport at 4 PM.  What is best transportation to Changning District?  How much time will arrival / immigration / baggage collection take?  Thank you

You can take airport bus. So, which place are you going to stay in Changning District? I think you can finish the arrival/immigration/baggage in about 45-60 minutes.
