Hi, IM Owen of Cebu , Philippines i am planning to go this may in beijing , do i need a visa going there? is it ok to fine to go there by may?

Yes, visa would be needed. In May? The first three days in May is a short holiday for Chinese so if you are going to visit places and would want to see more than people, these three days would better to be avoided... The rest of May, yes. You'll be ok to come here. And welcome to China.
