Is Guangzhou clothes wholesale market setup like the international trade market in Yiwu (factory booths where you can place orders for samples that you see)? Where are the best wholesale markets for clothes and bags?

Guangzhou wholesale markets are mainly nearby Guangzhou Railway Station. There are factoroes opening their booths in the market and if you can talk to the seller for samples.
