Ms.Novie, you can't apply for visa through online, you can pply for it by mail,

The Chinese visa application lodged by mail should be encolsed by the following materials before sending to Consulate in Melbourne:
(1) Passport with at least two blank visa pages, and at least 6 months remaining validity .

(2) Completed Visa Application Form with one photograph attached. Mobile phone number is preferred for the consulate to contact you in case questions arise. If you were born in China, please provide your Chinese name in CHINESE CHARACTERS in the required space.

(3) Relevant supporting documents (Please find details in above of this page).

(4) A pre-paid, self-addressed return envelope.

(5) Visa fee. Please find details here.

(6) Handling fee: $10.00 per package .

(7) To enclose no more than 4 passports per satchel.

Please note:
Only CASH, BANK CHEQUE, COMPANY CHEQUE or MONEY ORDER is acceptable. And the "payee" should be CONSULATE GENERAL OF THE PEOPLE'S REPUBLIC OF CHINA IN MELBOURNE.
