About:Visa Policy of China

Follow-up question:
In order to acquire a Filipino visa, is he supposed to apply in the Philippine consulate in Shanghai? or apply here in Philippines? Because he is going to the Philippines anyway for vacation and going to Hong Kong would be more costly and time consuming. Thank you.
