Hi, I plan to go Shanghai and Suzhou in mid-March 2010, is this a best time? or it rather cold?

A bit cold and you need to bring sweater or thick jacket. I went there approximately the same period in 2009. It was rainy and cold over there. It will be much better to get there later in April.
