Question

I recently applied for a multiple entry visa. In order of travel I'll be going through Hong Kong, Zhuhai, Guangdong Province, Macau and then back again.I was told I was only eligible for a multiple entry visa if I had previois;y travelled to China. I have friends that have gone previously and they were not required to have travelled to China before being granted a multiple entry visa. I'm just wondering what's going on
