You should get Certificate of No Impedence from the Birth, Marriage & Death Registration office in Australia, then go to the Chinese embassy or consulate in Australia according to consular districts to apply for authentication, you can also apply for authentication of the certificate in Australia Embassy in Beijing

yes, you can do all this in Brisbane. First of all, I think your girlfriend should go to the marriage registration office in Shenyang to ask for the requirements for international marriage, then you prepare all documents in Brisbane. As I know, you should get a Certificate of no Impedence from the Birth, Death & Marriage Office in Brisbane, you can ask the office about Apostile Stamp, then you will know you need it or not, then you should make the certificate certified by Australian Foreign Affaires Ministry and its authorized office in Brisbane, at last go to the China Consulate in Brisbane to apply for Authentication.
