I need a prompt reply. I will fly from Chengdu to Katmandu on Oct 07 via Lhasa, can you tell me if I still need the Tibet Travel Permit?

Only if you can purchase the flight ticket without the Tibet Travel Permit, and also you only stay within the Lhasa airport for the flight connection, you do not need the permit.
