About:Embassy & Consulate of Laos in China

I am holding a Bangladesh passport. I would like to go Mozambique for travel. Can I get on arrival visa ? Or I have to get visa from the Embassy ? If so can I get visa from the Mozambique Embassy in China ? Because I am in China and there was no embassy in Bangladesh.
I will be highly appreciated if you could answer me shortly.
