About:Embassy of Romania in China

hi,
my friend from Romania expired her one month tourist visa and she overstayed here in china for 6 months already, i want to help her to leave the country. what can i do? what will be the the penalty? and the exterior of her passport was destroyed by the water but still have her name and photo intact inside. what she can do about it?
shes is Zhenshen now, what she can do about it?
