About:Chinese Embassy in Philippines

we are arranging a tour group for beijing on 08 october and applied for visa last week. the agent returned our passports and told us that we need NBI clearance for those without previous China Visa. they said it was a newly issued requirement that became effective last friday 11 September 2009. Is this true?

if the embassy require, you need to provide, or you will not get the visa.
