How much it cost from Mongkok or Tsim Sha Tsui area to Harbour Plaza Resort City hotel??

You hotel is in tin shui wai. Find the tin shui wai metro station first and then take the west rail line there. It can take you to the east tsim sha tsui. It takes about 30 minutes and the cost is about 18 HKD.
