About:Chinese Embassy in U.S.A.

I am an American Citizen. I plan to marry a Chinese lady. We plan to marry in USA. She is a widow. I have applied for a K-1 (Fiancee') Visa for her to come to USA.
Instructions for her interview at US Embassy in Guangzhou state she must have "marriageability certificate". I think this is also known as "single certificate". She was born and lives in Beijing. Where does she need to go to get this certificate?

I think she should apply for the single certificate from the public security bureau.
