About:Chinese Consulate in Vancouver

My friend, actually an ex-family member, is now living in the US. She has booked to take a tour to China, but the consulate in Seattle would not process a visa on her Canadian passport. Does she have to come to the consulate in Vancouver in person? Can I do it for her? If I can't, how long will it take? If the Consulate requires the passport for more than 1 day, my friend will be unable to return home to Seattle because she will need her passport to re-enter the United States.

You can do it on behalf of her, but the visa application form must be signed by herself.
Considering to your friend's situation, you can request the Rush Service (same day pick-up)by paying an addotional $50CAD.
