I am planning to go to Chengdu in early November 09, is it a good weather to travel at that time?  How to travel from Chengdu city to Jiuzhaigou and how long it takes by bus? how much is the fare?

A bit cold there, especally when you visit Jiuzhaigou. Take warm clothes. It is the low season and there is not much passengers, and the entrace fee is half the price at high season. So, it is a fine idea, just keep warm. Chengdu Xin Nan Men (New South Gate) bus stations has buses at 8:00 and 8:05. Chadianzi has more buses but the bus condition in Xin Nan Men is better. It needs 10-12 hours to reach Jiuzhaogou and the ticket fare is about 150RMB.  Enjoy~
