If you make your trip: Shanghai-Hong Kong-Shenzhen, yes, you need multiple visa. Shopping in Shenzhen, Dongmen area is a better choice. There are cheaper clothes markets and shops around and also department stores with brands which are cheaper if there are discounts. Comparated with Shenzhen, Hong Kong is better for shopping clothes, expecially some famous brands. For tailor shop, some top tailor in Shenzhen come from Hong Kong.

One thing forget. Transit from Hong Kong to Shenzhen:
By train:
Take train at Hung Hom or Kowloon Tong to Lowu, get off the Lowu Station, you are in Shenzhen.
By bus:
you can find cross border bus at Lok Ma Chau, Arran Street (Mongkok), Wan Chai MTR Station, hotel BP International (Tsim Sha Tsui), Lam Tin MTR station.

some of goods is cheaper in shenzhen, and some of goods is cheaper in HK,it depend on your requirements, however most of HK people come to shenzhen for shopping, and most of chinese go to HK for shopping.different people have differnt taste.
