He was presented as a ruthless, merciless king who would excute anyone who dared to oppose his laws. Scholars were buried alive and their books were burnt because of that. He also practised forced labour. He would make people work for him without paying them. Two expamples are the Terracota army in his tomb and the Great Wall of China.
