Hi, Peter, I have ever worked in the Airlines Company and I wonder maybe you have misunderstood something. In China, the airfare is set by the airlines and it always changes due to the sales of the tickets. As for booking agency, they have no right to change but to accept the airfare provided by the airlines. Besides, if your departure date is approaching, the airfare also always changes due to the shortfall of tickets.
As for payment, if you pay the airfare by paypal or credit card, there will be a service charge of 3.2% (by paypal) or 3% (by credit card). I guess that there maybe a transfer charge from $548 to $566. But it is normal for customers to bear the transfer charge of payment. It is just like that when we use the credit card there is always a card charge…
Maybe you need to consult the booking agency for more details.
