How long is the processing of a student visa in HK? How much is it? Which embassy will I go?

I'm sorry for the misunderstanding. I am now in the Philippines and I want to apply for a student visa for Hong Kong.How long is the processing for the student visa? How much is it for a multiple entry for one year? and which embassy here in the Philippines will I go?

Mr.Iglesia, the processing time will takes about 4 weeks, the fee is $160, please go to the embassy according to the consular jurisdiction, the consulate in Laoag or Cebu or embassy in Manila?
