About:Chinese Embassy in U.S.A.

I have a question regarding an emergency Visa to Beijing. A friend has received news that during a vacation with their children in Beijing her spouse found out he has a brain tumour and cannot fly back home to the states. She needs to get to Beijing quickly. She has her passport. Is there a waiver so she can get there?
