Hi! Ms.Dariya Smailova
You need a visa before departure to Hong Kong. yes, You can apply for a Hong Kong visa in Consulate General of China in San Francisco if now you work or reside in Northern California, Nevada, Oregon, Washington, or Alaska. because the five states are consular jurisdiction of the consulate.
