About:Chinese Embassy in U.K.

I sent my HK passport application and the embassy sent back my application.
The letter stated that I need to drop the application in person.
Do I need to make an appointment in the London Chinese embassy to drop my Hong Kong passport replacement application?
Why the HK immigration website does not mention it?
