It seems that you could look for a hotel under 200RMB per night around Nanjing Road. BTW, I have stayed in Jinjiang Inn (south railway station branch)in Shanghai, the price is reasonable and the hotel is clean~ So, you may consider to stay at its branch around Nanjing Road.
