About:Chinese Embassy in Mexico

I don't understand this answer . Will my friend who is Mexican with a
exican passport land in China with us (Canadians) in Beijing next week and be automatically quarantined even though he has a visa issued to him from the chinese embassy to come?

No, he won't be quarantined, but he will have a carefull temperature checking when arrive.
