You should have a travel agency to arrange your tour in Tibet and they are responsible to arrange your Tibet permit. They will ask for the copy of your passport and visa to handle it. It is better if you are holding a tourist visa. I was rejected last time as I’m holding a service visa. May you a nice trip in Tibet.0
