About:Chinese Embassy in Spain

Hi

I am from Belgium and would like to know if I can just apply for tourist visa in the Barcelona consulate without residence permit ? I did this 3 times before without any problem but last time I did so was in 2007.

Either a residence permit or a Belgium visa is okay for applying for a Chinese visa outside your home country.
