An individual's life in ancient China would not have had the value we place on a persons life today. Human beings of lower social status would be used in much the same way as building materials in order to complete a project. The great wall of China probably consumed many lives, this would have been of little concern to the Emperor I would imagine. His main concern would be to protect his kingdom from invaders.
