About:Apply for China Visa in a Third Country

If I am a Malaysian, can I apply entry visa upon arrival in China, say Shenzhen? Due to last minute notification, I may not have enough time to apply via embassy. Appreciate your comments for this case. Thanks.

Previously the visa-upon arrival is available at the Luohu entry port in Shenzhen. Considering the current situation of swine flu, the regulation may be changed.
