About:China Embassy in Thailand

I read China Embassy’s website. For a Thai citizen, to apply for a single entry visa, is the Visa Notice Sheet (issued by an authorized organization in China) still required? I checked with a travel agent and they said it was only required during Olympic period last year. Can kindly confirm? Thanks.
