Generally, the Chinese embassies and consulates accept the applications from a third country.

Hi Mr Kevin
I went there, and as an Australian, I cannot get the visa from the Barcelona consulate because I'm not an EU citizen and don't have a Spanish resident permit.

I have a german resident visa, yet I still can't use that here either.

Its VERY VERY frustrating!

Any suggestions?! Jarrod

Mr Jarrod,
I am not sure if it is workable for you to apply for the visa in Germany (the German resident visa may help your application). Or you can mail your passport and other documents to your friends to ask them to apply for the visa on your behalf.
