About:Chinese Embassy in Malaysia

I'm Malaysian. Can I apply China Visa at Macau / Hong Kong for tourist visit to Guangdong, Chu Hai, Shengzen??

but is there such thing as,
if this is your 1st time applying for a chinese visa,
you have to do it in Malaysia?
I sent an email to the embassy of china in HK, and I was given that answer. I have doubt in that answer though.
