About:Chinese Temporary Residence Permit

I am in need of a Working Visa (Z) for china, and was under the impression I could go to Hong Kong to obtain it- however, my Chinese boss is now saying that we can no longer do this and must go back to our home countries to obtain it? Is this true? Or can I go to HK still? And if I can, where is there an official statement posted or website that I might show him in order to back my argument?

In the Olympic Games, due to the increasing visa application, China toughened the regulation. But I haven't seen any official statement about the change of visa policy. You can consult the office of commissioner of the Ministry of Foreign Affairs in HK.
