Dear Sir- I hold an Indian passport I live in Shenzhen China, have residence visa & work permit- I want to call my wife & son to live with me- I want to apply Dependent residence visa for them in Chinese Embassy New Delhi-

To apply for residence visa a visa notification letter is required by foreign affairs department in China- but the foreign affairs department here in Shenzhen is not issuing me visa notification letter for my family- they say they cannot issue the visa notification letter for family- in such case how do I apply residence visa for my family without the visa notification letter.
