About:Chinese Embassy in South Korea

I am a South African Citizen and I want to go to China from Seoul on the 31st of January, returning on the 1st of February.
I only have a tourist visa for Korea, so I need to leave every 3 months just so that I can get a re-entry visa into the country . I am studying at a meditation center and wish to stay longer.

The Travel Agent says that I need a Registration Number ( as well as my passport and 1 photo) to apply for a Chinese Visa? I did not need a Registration Number when I went to Beijing 6 monhts ago. Do I really need that? If yes, how can I get that number? I would appreciate your help.

I guess that the travel agency asks the number of Residence Permit of ROK (also called Alien Registration). I'm not familar with the korean visa. I think that if you have a Student Visa of ROK, you can apply for a Residence Permit in a Police Station. But now, you hold a tourist visa of korea, I don't know how to do.
