Gia, since your layover (transit time) in China is shorter than 24 hours, you will be automatically eligible for 24 hour visa free transit and you do not need any kind of visa.
Also, since you are traveling on separate flights (two different tickets), you will receive a temporary entry permit guaranteed because it will be necessary for you to exit the transit zone, to collect your luggage and to perform new check-in for your second flight. Essentially, you will do the following in the exact order upon your landing in Beijing:
1. Fill out arrival card and tick the box on it where it is written - transit
2. Perform fingerprinting at automatic fingerprinting machine
3. Approach 24/240 hour visa free transit counter where you will present your passport, flight tickets, arrival card and fingerprinting receipt. Here you will apply for a temporary entry permit to be allowed to exit the transit zone of Beijing airport. This is free of any charge and also it is necessary because you are traveling on separate tickets.
4. When you have obtained a temporary entry permit you will head to the immigration and cross it. Like this you will formally enter China.
5. You will collect your luggage and head to the check-in counter for your flight to Dublin.
6. When you have performed check-in, you will cross exit immigration and head to the gate for your flight to Dublin.
In case if you have a long layover, you can deposit your luggage at left luggage facility and head to the city for some sightseeing. In any case, with a transit time shorter than 24 hours, you are good to go. Have a nice journey.
