It is hard to say if the Chinese immigration authorities will allow you to exit the airside since your layover might be considered as a too short for such an exit. Usually, the Chinese authorities allow the transit passengers to exit in case if the transit time is 8+ hours. In any case, it does not costs you to try. So, when you land in Beijing you will perform the following formalities in the exact order: 1. You will fill out arrival card and will tick the box on it - transit. 2. Perform a fingerprinting at the automatic fingerprinting machine. 3. Approach 24/240 hour visa free transit counter where you will apply for a temporary entry permit by presenting your flight tickets, arrival card and fingerprinting receipt. After a short check, you will receive a temporary entry permit and you will then proceed to the 4. immigration and from there toward landside to enjoy your habit.
