Ho Van, since your journey starts in Rome, it is important that you have your flight tickets at hand, ready to be presented to check-in staff at Rome airport. So, at the time of your check-in in Rome you will declare that you are traveling to HCMC via Chengdu using 24 hour visa free transit. In the same time you will present your flight ticket from Chengdu to HCMC. After a short check you will be allowed to board the plane. Upon your landing you will do the following in the exact order. If the arrival card is not dispensed at the aircraft before landing, you will easily find one upon your landing and fill it out. You will tick the box - transit on the arrival card. The next will be automatic fingerprinting. When you are done with these two formalities, you will approach 24/240 hour visa free transit counter where you will apply for a temporary entry permit, again by presenting your flight tickets, arrival card and fingerprinting confirmation. This application is free of any charge. After a short check, you will be granted a temporary entry permit and then you will head to the immigration and to collect your luggage. Like this you will formally enter China and the next step is your check-in for your flight to HCMC. If the check-in is not open, you will hand over your luggage to left luggage facility right at the airport and proceed to Chengdu for some sightseeing. You will return on time to collect your luggage, to perform check-in and to cross the exit immigration in order to reach the gate for your onward flight to HCMC.
