Practically every Chinese airport offers 24 hour visa free transit or better to say, you are allowed to use practically all the Chinese airports covered by 24 hour visa free transit and if your itinerary is shorter than 24 hours and the immediate points before and after mainland China are in two different countries or eligible territories (eligible territories are Hong Kong, Taiwan and Macau) you can use this 24 hour visa free transit and you do not need any kind of visa. Also, 24 hours are counted from your scheduled arrival in China until your scheduled departure from China. So, your stay based on scheduled times cannot extend over 24 hours threshold. I feel that you are asking for something else. You are asking about a temporary entry permit in order to be allowed to exit the airport. Here the main detail is that the passenger has the right to travel under 24 hour visa free transit and to stay in the transit area of the airport during entire transit time. This is a right. However, obtaining a temporary entry permit is not a not a passenger's right. Issuing a temporary entry permit id done on case by case basis and it is usually issued to disabled and passengers with small children. Also, it could be issued to those with very long layovers, especially during the night hours. However, this is done based on discretionary decision only.
