About:240-Hour Visa-Free Transit

US->Manila->PEK->Osaka

Wondering if there is an issue with a 2hr layover in Manila Philippines for the 240 visa free policy? Also once in China can I travel to the allowed cities and provinces by train and/or air?

There will be no problem to enjoy 240h visa free transit in general as long as you come from and head to different countries or regions before and after Mainland China, which means both US – PEK – Osaka and Manila – PEK – Osaka are qualified. You can definitely travel between allowed cities by any means of transportation you want.
