How do time zones factor in?

The calculator and chart tell me I'm an Ox, but mathematically I'm a Tiger. I've always gone by that because I was born in 1986, and that's what all the basic charts would say before the internet got huge. However, I was born on February 8th at 7:56pm in California. February 9th is the Chinese New Year for that year, so they would have already started the Year of the Tiger by the time I was born.

7:56pm, February 8, 1986 in California? If based on US time zone, you are an Ox.

But at that time it was already February 9 in China, right the Chinese New Year Day. So if based on China time zone, you are a Tiger. Hope this make it clear!
