Actually it's not visa on arrival but a 30-day visa free policy for Australians. Besides your passport, you will also need a flight ticket to leave Mainland China within 30 days and it's better to provide hotel reservations in China also. Most importantly, you can only fly into Changsha in this case, HK West Kowloon Station and Changsha South Station are both not eligible entry ports.
